W.J.Cummins "Sea Eagle" Salmon Rod

Morning,

I am trying to date a 13ft "Sea Eagle" split cane salmon fly rod rod made by Cummins. There is a serial number 28740 stamped on the butt. I would think the rod dates from around the 1940s and wondered if the number might be the date of manufacture i..e. 28 July 1940 as opposed to simply the next finished rod in a sequence. Does anyone know how Cummins stamped their rods? Other makers like Hardys obviously used letters for years and then numbered sequentially but I don't know how Cummins did it.

The Sea Eagle is listed in my 1960 catalogue.
I am not certain exactly when but it was not too long before that when most of their rods were given bird names. So date could be late 50s or early 60s
