Its J H R Bazley, twice all England champion 1909 and 1927 also a great fly angler, He represented Leeds Amalgamated Anglers Association, he was also a school master by profession. His book Coarse Fishing published 1932 is still applicable today and well worth reading. Not only was he a great match angler but also caught a lot of big fish , the number of 2lb plus roach is amazing. He was probably the Dick Walker of his day.

Not so sure it is Bazley - one picture showing a pipe and another a fag. Pipe smoker wouldn't smoke a fag.

Oh yes they do! Well I did on a regular basis from fags at 14 to a pipe at 20ish to both from 30ish - I gave up completely after pneumonia!

I've enlarged this picture as best I can.
Regarding Bazley, this is something I do have of Bazley's from my collection of local postcards. It's a picture of Helmpholme Weir on the upper River Hull and was sent to a Doctor Riley another teacher who had "Riley High School" in Hull named after him. My brother went to the school but it no longer exists.

Rudyard Kipling.
Very well known coarse angler in Sussex and holder of the Sussex record Pike in the ?20s?...1920s, that is.

Chucking the Mole cap into the ring, so to speak, the original photo could possibly resemble the longtime editor of the Fishing Gazette R B Marston.
