Are you sure it's not a gnome's log burner? I've not seen one of those before.

The float is a Belglow 'L3'.

No idea about the bait dropper, but it's an absolute beauty!
A seeker of "the fell tyrant of the liquid plain".

Beware the luminous paint, it may be radium based.
