Are you sure its not a K Dowling? I have three with a line guard that sounds the same as you describe, all three are painted black. I bought them all on eBay, from memory I paid between £10 and £15 each.

K Dowling & Sons had a small factory in Harrow Middlesex. They made well engineered centre pins in the 1940s and 1950s. Most I've seen of the type you have described had a polished Aluminium finish.
