The wire is available from model shops - at least that's where I have found it with many diameters available.
A wire stemmed Avon is very similar to use.

Of similar design to the Righyni floats I have found the 5 no. 4 and 3BB Drennan wire-stem Avons to work extremely well, far superior to trying to make a balsa work with shot bunched under the stem. Just a shame the 5 no. 4 model is no longer available.
A wire stemmed Avon is very similar to use.
