Does anybody know who is responsible for maintaining towpaths?

The Canal and River Trust.

Hmm, I reckon if enough of us locals descend on the basin at dawn, at least some of us would have a chance of escape of "the man" came snooping.

Failing that, a close-season pint or two in my cousins country pub near the new city to discuss other more "legal" joint operations sounds most civilised!
