Possibly to add another loop in the line for Loop Casting with a centrepin for greater distance ?

See the picture on the left in the link below, taken from "Casting. A Text Book of Fishing Casts" by Terry Thomas, Angling Times Series, 1960.

Possibly to create a small loop for a bite indicator to hang from, as it's a leger rod ?

Maybe as its a punt ledger rod the owner crudely placed an extra eye to wedge on the side of the punt to act as a makeshift rest.

Since the rod title is so specific, my guess is that you can lay the rod down in the boat and pull a loop of line away up to your finger, thus feeling any bite. Punts are pretty low, you can't really sit bolt upright with a rod across your legs in one for fear of becoming unstable and top heavy in the water.

An agressive strike might lead to an unplanned swimming lesson, too......

Possibly.
