It might be an artisan one-off, sometimes referred to as 'Rolls Royce' reels (although they were made by workers between shifts in less prestigious workshops too).

The ball race bearing and the general bench-made look of it suggest it's not a commercially manufactured reel?

I thought it very unusual having ball races on a reel of that age as well as a rim mounted optional check.
As for build more like Ransome lawn mower factory : :Hahaha:
This also came with it which looks like half a turntable reel
