Strange rod - any information?

This rod appeared on a German forum. The owner knows nothing about it and is looking for information.

Butt section:153 cm
Tip section 142 cm
Over all length: 294 cm
Diameter above handle: 11mm
Diameter at the tip: 3mm

Possible maker, retailer (?): Hepra

The strange thing about this rod, is the snake rings in combination with the handle.

Can anyone tell me anything about this rod?

My guess is, that it was a spinning rod and someone who had experience in rod building but didn't have any idea about split cane rods, has rebuilt it as a fly rod.
In Germany you often find old split cane rods advertised as fly rods, even if they're heavy coarse rods.

Is it me - but the name looks more like Hepra rather than Herpa - that said I can still find nothing on searches for a fishing rod of name Hepra

Hi,
I have seen snake rings on early rods before (pre 1930 ish) and usually greenheart, including heavy rods like Pike/Sea/Spinning etc. I'd guess they were chosen to keep the price down possibly.
