I do wonder how far down the perch go in the Wye, as there are plenty in the Hereford area. I fish it between Ross and Monmouth (not that often nowadays) but in 30 odd years the only perch I saw was last winter. Remains of a 4oz fish half eaten on the bank, I fish worms a lot in winter and in "typical perch areas" but for some reason they don't seem to like it further downstream.
Don't know why, possibly not enough small fry to eat?
