I have a newly aquired Angling Times book called Catch more Carp with John Wilson.
In the book he outlines various float fishing styles for carp including one for laying on .
A small (1") peacock quill attached both ends with rubbers and laying flat on the surface . Below is a number 1 shot sitting on the lake bed with the hook three foot from the shot . The idea being the line would be slack following the contours of the bed.

Laying on and stret pegging are both methods of fishing with a float set deeper than the actual depth of the water
Sret pegging involves the bottom shot to rest on the river bed for a while you lift the rod and current moves the float down stream you repeat as much as necessary. Covering more water as you go. The bite is signified by the float going under.
Laying on is as it say laying all the shot on the river bed the float set so its flat. The bite is registered by the float drifting away or shaking sometime going under depending on how the fish moves after mouthing the bait.
Some people call one the other so its often confusing.
