The subject is all I have to go on for this photo, which I'm afraid is appalling quality - does anyone have a better version by any chance?
Could this be Bob Richards 31 lb. 4 oz. record from 1951?

Hi Grin, page 102 of 'History of Carp Fishing' by Kevin Clifford has the same photo and the whole story. It was indeed Bob Richard's record carp.
