I think that's the part number for ordering a new spool. Often seen on Ambidex spools etc.

The JWY numbers are part numbers for the various components, release lever is JWY 116, release cap is JWY 326, Spindle screw is JWY 251 etc.

The date stamp is the date of the actual casting, not necessarily the date of reel manufacture, although probably pretty close.
